Abstract

The study examined the stress levels, coping strategies, and work performance of secretaries to the Sanggunian in Negros Occidental. It identified job-related stress sources, coping mechanisms, and performance dimensions (efficiency, quality, timeliness) and compared findings based on demographic variables. A descriptive research design was employed, involving 31 secretaries from 19 municipalities and 12 cities. Data were gathered using a researcher-made survey questionnaire to assess stress levels and coping strategies, and the Civil Service Commission’s Office Performance Commitment Rating form (OPCR) to evaluate performance. Results showed that stress levels related to environmental, organizational, and personal factors did not significantly differ by demographic variables. Similarly, coping strategies (appraisal-focused, problem-focused, and emotion-focused) were consistently effective across groups. Overall, respondents reported low stress, high coping ability, and excellent performance in efficiency, quality, and timeliness. A notable finding was the significant relationship between environmental factors and problem-focused coping. Recommendations included capability-building programs to help secretaries handle stress-related office situations and a proposed performance enhancement program. This initiative aims to support the Strategic Performance Management System of the Civil Service Commission, ensuring secretaries meet the necessary competencies for effective Sanggunian operations.
