Abstract

This qualitative single-case study explores the lived experiences of stakeholders involved in the Reserve Officers’ Training Corps (ROTC) program at the Philippine Normal University – Mindanao Campus. Amidst national debates on the relevance and modernization of ROTC, this research investigates how the program is implemented, perceived, and experienced by cadets, alumni, instructors, and administrators. Guided by a constructivist epistemology and devoid of a pre-established theoretical framework, the study allows themes to emerge organically from in-depth interviews and focus group discussions. Findings reveal that the ROTC program serves as a transformative platform for leadership development, discipline, and civic responsibility. Participants highlighted both personal growth and challenges encountered, particularly in balancing academic and military obligations. The study also reveals critical insights into the curriculum’s strengths and areas for improvement, including the need for mental health support, gender inclusivity, and updated training methodologies aligned with contemporary security demands. The research concludes that while ROTC remains a vital tool for nation-building and youth development, its effectiveness hinges on enhancing the ROTC curriculum, establishing a stronger academic-training balance mechanism, strengthening support structures and mentorship programs, promoting inclusive and equitable leadership opportunities, integrate community engagement into ROTC activities, highlight career pathways and lifelong impact, and implementing a continuous feedback and reflection mechanism.
