Abstract

This study investigated the practices and compliance of school heads in implementing the School Disaster Risk Reduction and Management (DRRM) Program in Cluster 6 of a major division in Central Philippines during the 2024–2025 school year, serving as a basis for formulating a Public Service Continuity Plan (PSCP). Using a descriptive quantitative design, data were collected from 80 SDRRM coordinators (50 elementary, 30 secondary) via a validated questionnaire. Findings showed high levels of DRRM practices in prevention, mitigation, rehabilitation, and monitoring, particularly in conducting drills, risk assessments, and post-disaster evaluations. However, moderate ratings in curriculum integration, infrastructure improvements, immediate relief, and psychosocial support revealed critical gaps. Compliance levels largely mirrored these trends, with high adherence in technical preparedness but moderate compliance in emotional recovery measures. Demographic variables such as age and educational attainment influenced job security and work condition motivations, though motivation and stress levels did not significantly impact performance. Overall, the results indicate that while DRRM implementation is strong, psychosocial recovery and emergency relief require focused improvement. These findings underscore the need for a well-informed PSCP that prioritizes continuous training, enhanced monitoring, integrated psychosocial support, and inter-agency collaboration to sustain educational services amid and after disasters.
