Difficulties Faced by Electoral Boards in the Barangay Elections

Abstract

Electoral Boards play a crucial role in the conduct of elections, yet they face significant challenges that can affect their performance and mental well-being. This study assessed the level of difficulties experienced by electoral boards during the 2023 barangay elections in a component city in Central Philippines, using a descriptive research design and data from 240 respondents across 19 barangays selected through stratified sampling. Findings showed that most electoral board members were older, college-educated, and experienced. Overall, the level of difficulty was moderate, but specific phases posed heightened challenges. During the pre-election phase, balancing duties with personal or professional responsibilities emerged as the most difficult task, reflecting workload and time management issues. On election day, enforcing voting rules amid crowding and managing watchers proved most challenging due to overcrowded polling places. In the post-election phase, preparing minutes and statistical reports was the most difficult, highlighting the strain caused by limited manpower. The study recommends limiting voters per precinct and adopting pre-printed ballots to reduce long queues. It also suggests allocating sufficient budget for additional support staff to ease the burden on electoral boards. Finally, transferring administrative tasks such as statistical reporting to COMELEC personnel could improve efficiency and public trust in the electoral process.
