The study assessed employee well-being in a government agency's Central Office in Metro Manila to guide the development of an organizational intervention plan. Using a descriptive research design, data were gathered from 234 employees across four divisions through a researcher-made questionnaire based on the PERMA model (Positive Emotion, Engagement, Relationships, Meaning, Achievement). The instrument demonstrated excellent validity (4.76 expert rating) and high reliability (Cronbach’s Alpha = 0.903). Random sampling was applied using Cochran’s formula, and data analysis involved frequency counts, percentages, means, and the Mann-Whitney U-test. Ethical standards, including informed consent and confidentiality, were upheld. Findings revealed that most respondents were older, female, well-educated, and earned lower incomes. Overall, well-being levels were high, with Positive Emotion scoring the highest and Achievement the lowest. However, issues such as burnout, lack of feedback, low social interaction, and resistance to change emerged. Younger and male employees reported lower engagement and connection, while highly educated staff struggled with meaning and accomplishment. The study recommends HR interventions like flexible workloads, recognition programs, social incentives, critical thinking training, and motivational strategies to enhance employee well-being and satisfaction.
