Efficacy of Behavioral Intervention Plan for Government Employees: A Counseling and Development Program

This study evaluates the efficacy of the Behavioral Intervention Program implemented for Cebu City Government Employees in 2023, with the aim of developing a comprehensive Workplace Counseling and Development Model. Anchored in Swarbrick's 8 Dimensions of Wellness, the research assesses the program's impact across physical, emotional, social, occupational, intellectual, spiritual, environmental, and financial wellness. A sample of 125 employees from four clusters—Frontliners, Revenue Generating, Support Services, and Policies and Planning—was utilized. Findings indicate that frontline departments, with the highest representation, are crucial for operational efficiency and job performance. The program’s implementation revealed a strong reliance on non-punitive measures such as community service and reprimands, with limited use of counseling. This gap underscores the need for enhanced counseling interventions and mental health resources. Employees expressed high engagement in the planning and assessment components of the program, positively impacting social and intellectual wellness. However, the study noted deficiencies in the emotional and social dimensions, particularly in mental health support, seminars, and team-building effectiveness. Despite strengths in engagement and performance management, critical areas need improvement. Recommendations include increasing counseling interventions, refining seminars, and enhancing team-building activities to better support emotional and social wellness. By adopting a holistic approach aligned with Swarbrick’s wellness dimensions, the program can achieve greater effectiveness in fostering a healthier, more engaged, and productive workforce. Continuous evaluation and integration of these recommendations are essential to ensuring long-term success and organizational well-being.
